on my 2002 taurus both seatbelts did this. i pulled the trim partialy off just so i can reach in. the trim i pulled is between the front and rear door on the bottom were seatbelt goes into.
the seat belt was twisted up and not alowing the seatbelt to retract. so i streighten the belt in the trim and brought the twist in the belt were i can work with it and then i folded the belt over to make it go through the hanger above the seat and did that til it was all strait.
o yea and to pull the trim i just pulled it from the body carefully and it just pops off
