The primer bulb acts as the "piston" of a pump. The bulb could be cracked, or the hose to it could be cracked or loose. It needs an intake and outlet valve to pump gas-those valves are internal to the carburetor (new kit). It could also have a plugged filter on the fuel line inside the fuel tank. Will the engine start with just the choke activated? If it will, the tank filter and fuel line are probably good. An air leak at the joint of the carburetor to the engine will also stop fuel pumping when starting and running, but NOT affect the primer bulb operation.
