How to fix bottom thread looping on fabric?

Hi,
Having trouble with my Singer Starlet 354 machine. Couple of days ago lower thread started looping on face of fabric. Bought new Appolo bobbin case hoping to cure the problem but thread is still looping as before. Have tried adjusting the tension both on the bobbin case and the top thread but making no difference. Any ideas? Any help would be greatly appreciated.

Hello Shirella,
Go through every item here first even though you may have been using the machine for years, make sure you have the machine threaded correctly and make sure the presser foot is up so the thread goes in between the tension discs, make sure you have the needle in the correct way round, top tension usually between 4 and 6, you should be able to pull the thread from the bobbin case with some slight resistence, if it is too loose the thread will lay on top of the fabric, too tight and it will pull the top thread through, adjust the screw on the bobbin case slightly either way, put your left thumb on the bobbin case and push it to the left and look at the gap between the bobbin case and the metal bar on the right, you have enough gap for the thread to pass through, a number 40 thread is the thickest you should use on that machine so you want the gap slightly wider that that, you can slacken off the screws on the bar and adjust the bar if necessary, try all this first, any problems let me know,
