i have a indesit d63 and it does not clean the top rack right?

i have checked with door open and bottom spindle going goood but top one moving but in stages as if not enough pressure on top

seal is worn out (or gone)in the plastic ring that the top rack nozzle joins with when rack is pushed home. You can buy a new one but if the wheel arms of the rack are a bit bent it will wreck it again very quickly. You could try an alternative: instead of closing the hole with a seal, build up the nozzle around the base with a hot melt glue gun until it is snug.
