cold water not coming into the washer even on a 40 wash?

i have attatched the correct hoses from the hot and cold pipes under the sink (the cold has a none return valve before it ). plumbed in the waste and plugged in. turned the dial to a 40 wash just to see if every thing was ok and no water (cold) coming through. all water shut off valves are open and everything was working fine on my old washer connected to these pipes. this recent washer is second hand but hardly used and was working fine a couple of days ago. the machine is a Hoover 1100 AM 110 (i think its AM )

It may be possible that the filter the cold water comes in through is clogged. Some filters you can remove to clean. Whirlpools have one that you just have to dig the dirt out of gently enough that you don't poke a hole in the screening. Probably too late to help, but an idea.
