Why does my Zafira run cold?

my 2002 Zafira 1.8 runs cold on the free way and normal in Traffic. Is the thermostat jammed open or is is something else?

Hi
Or an inaccurate temperature gauge sender. You have to remove the thermostat housing to get to it so try replacing both whilst the housing is off .
