how do i solve my fiesta courriers poor starting?

How do i solve my 1999 fiesta 1.8 diesel courrier vans poor starting . I have renewed the glow plugs and battery and also put redex in the fuel tank but it is still struggling to start especially when cold ?

have you tried warming the glow plugs three times this work on my courer otherwise dont start that is turn ignition on wait until glow plug light goes off three times works for me
