how can i fix the front wheels on my Hoover stand up?

The front wheels of my Self Propelled Ultra (with Wind Tunnel Tech) are not moving (can't push it at all). The roller in the front is working so it isn't that belt. Is there another belt attached to those wheels? It is the Mach 6.1 Hoover Stand up. Thanks!

There are two belts, and the one called "Flat" belt operates the self propelled motion. The manual gives a pretty good description on how to change belts.
