Ariston A1635 it's alive but will not fill etc?

My Ariston stopped when it went to spin but also did not appear to use all the powder in the fill tray.
On emptying the machine it now refuses to fill or cycle. If you set it on a cycle then move the dial it will sit there then the dial will move one revolution and stop again. There is no sign of filling or the drum moving.
I have stripped the dial and not found a fault but the motor brushes are worn and need replacing.
I do not want to replace the brushes and still find the fault is the circuit board. Will worn brushes cause this fault? I've cleaned the com and reseated the brushes, which while worn to their limit still make contact.

Any ideas?

Forgot to add that I'd prefer to get this sorted without spending a lot of money on a new control board if it's not needed.
