How can I get my Techunsey engine in a Snapper snowblower to start?

I have cleaned the fuel tank and lines, sprayed carburator cleaner into carburator and the only way I can get it started is to press the sprayer bulb on the top, with the choke wide open. definitely no getting steady gas to the carburator. Could it be the diaphram?

If this engind has a diaphragm carb, that's your problem. They get work-hardened, and thus don't work as they should.
