The DC07 suction thru the brushes is supposed to cut off when the handle is upright.
May I respectfully suggest you read the manual?

does the roller bar still spin, if it does not it may need a new belt or could be a blockage between the hose inlet and base plate. This is a u shaped piece of platic tube which can be removed by just unclipping it and cvlaring out.
