how many rear fog lights on a 1999 ford escort van?

can anyone tell me how many rear fog lights are required on a 1999 escort van as mine only has 1 on the drivers side and the nearside has none and when ive tried a lamp in that its not working is it legal to drive with just the 1.

only the one fitted, the legal req is one on drivers side(o/s) or in the centre or towards o/s, by the way i think n/s is wired for fog light and if you remove the piece blocking hole, you can fit a bulb (21w) and holder to get it to work.
