Can you help?Do u know how to fix a cigarette lighter in an 04 Kia Caren?

We are really struggling to work out how to get the thing working!!! Does anyone have any ideas??

take a test lite and check for voltage at the center of lighter housing ...the outside case should be the ground......if you get voltage and ground you have a bad element on the lighter
Be sure to check all fuses too
