vokera Excell 80SP Heating Temperature Not steady?

Central Heating Temperature control always on Max, but the temperature Gauge shows temperamental between 55 to 80 degrees.
I would like to have 80 degree all the time if possible, any help would be appreciated.

Is the hot water temperature steady when you run a bath?.

The way the boiler works, the flame is either high, low or off, with a higher high for domestic hot water. You should see the flame go from full blast to low, and if the temperature exceeds a limit it should cut out. It should not go from full flame to cut out but modulate down first. There is also a timer to prevent short cycling.
