my cox wont start?

i turn on the key and all i hear is a clicking sound....it just wont turn-over...i have checked all the safety switches, and even direct connected them (under seat, main step safety and cutter down safety).......there is enough gas in it and the oil is fine.
the battery is new and i have charged it again to double confirm its not the battery.

With the key in STOP (you dn't want it to start), use a heavy duty cable to connect battery positive to the starter terminal. If the engine cranks, and the wiring is all OK, replace the solenoid. If no crank, replace the starter.
