Fix Fault Toyota

I have a Toyota hiace 2005 d4d van. It is losing power which sounds like a dirty filter. When I changed filter the problem continued. It has got worse over past two weeks. Any suggestions

my toyota estima wont start unless you prime the lift pump when it starts runs ok when you turn it off it wont start fuses ok relays ok
