How do I fix the lever on my toilet the releases the water to flush?

I've opened up the tank and have tried flushing the toilet by hand by manually pulling up the lever, but this does not work as it appears the lever does not go down far enough to allow for a full range when pulled up to flush - it seems to be stuck half way.....I am not sure of the make but it has been in the flat for about 15 - 20 years so is quite old.

The only real cure is to have a new syphon fitted - they are cheap enough (about £6) but there are two sizes so it will need to be measured. If your loo is close coupled then the cistern and the pan will have to come apart to fix the new syphon in, together with a new doughnut washer on assembly. A bit time consuming I know but its worth it!
