What is causing the boiler to howl?

I have an ideal icos m3080 boiler. It has just started to howl and whisle and groan on start up.

Is it the fan assemble?

Mine did this some time ago. Two of the washer on the fan unit broke so that the fan ran offset in its housing. I told Ideal about this but mine was "the first they had known of". Cost to repair 40p.
