You have or had some Softwrap protected software on your PC and either deleted some required files or did not correctly uninstall the software.
When your PC boots I would assume that this software was set to startup at the same time so it tries to launch but is missing certain files.
You can either re-download and install the software again and then either keep it or correctly uninstall it, or go to your Windows - Run and type in msconfig and click enter.
It will show you a pop-up for System Configuration. Go to the "Startup" tab. Find the software that you think is causing this problem and untick the box then click "Apply". You will have to reboot your PC but you should get this error.
You can also untick other software that you don't need to start automatically which will shorten the boot time. BE CAREFUL not to remove anything vital to your system or anti-virus. Usually you can remove Skype, MSN, Office Startup, things like that.
