Replace missing mortar betwn bricks?

If I replace a section of missing mortar in brick steps, will the new mortar stick to the old mortar?

Make sure you clean all bits of mortar and dust then apply some pva glue to seal and then apply the new mortar

Sure it will - especially if you add some PVA glue to the mortar mix, and rake out as much if the old stuff as you can before repointing.
