Heating on a Vauxhall vectra only blows luke warm?

I recently purchased a 1998 1.8 Vectra,the heater fan works but only blows luke warm air,I wondered if anyone could give me a hint as to the first place to look/check.

checked the water level in radiator, no water been circulated or low water = no heat!

If the temp gauge is also low may well be the thermostat needs replacing. Local garage charged £40 to do mine.
