my potterton combi boiler wont heat the radiators?

my boiler heats the water but every time i put theheating on it locks out-the hot water only gets about an inch down the out pipe before it shuts down

Is the pressure at between 1 and 1 and half...?
Look at the Presure gauge on your boiler.
Vent all rads and put pressure to 1 to 1 and half.
