boiler fires up even when timer set to off?

I have a pottertonf boiler with an EP2001 timer. I have to switch the boiler off at the wall because the boiler fires up at will - regardless of how the programmes are set. Any ideas?

or it could be a 2-port valve! or even the programmer!

If you have a frost thermostat its possible that its set too high or in fact its not working at all. This 'stat bypasses the other controls.
