my toshiba tv has gone off and is only showing a blue screen and it will not change what ever i try

That means the set is not getting a signal. Try connecting a VCR or DVD player to it using SCART. If that works then you should check your aerial signals (use another TV). If they are ok then you could try retuning. If all that fails you will need to call an engineer.
