Our gas back boiler central heating comes on twice a day for about 4 hours. In very cold conditions is it more economical to leave it on all night on a lower thermostat setting?

You should consider the difference between economy and comfort. By altering the heating programmer to bring the heating on earlier or to go off later according to the outside conditions, with the room thermostat set a comfort setting, you will achieve a happy medium.
