internet explorer web page problem?

when i try to open a link within an e-mail of from a web page,another internet explorer page opens but does not load and i cannot acess the content.anyone have any ideas of causemand way to fix it.

Does IE show a 404 error?

Is your internet connection (dialup / adsl) etc connected?

If you re-type the URL into the address bar of the new window which opened, does this work?
