an old computer won't go passed telling me that I have a fatal error?

Just bought this new computer. Old one would only come up with blue screen telling me I had a fatal exception error. Is there software to sort this, can everything be cleaned to start again...? I assume it was infected.

yOU HAVE A VIRUS ON YOUR SYSTEM. THE ONLY WAY TO REMOVE THIS IS TO START AGAIN. THIS WILL MEAN LOSING ALL PROGRAMS AND INFO.
iF YOU HAVE A WINDOWS FORMAT DISC WITH THE KEY CODE THEN INSERT THIS ON BOOTUP AND AND RE INSTALL WINDOWS.
