how do i unblock my toilet?

my toilet will not flush properly. the water is rising every time i flush it.

Obviously there is a blockage somewhere - you will have to find the chamber (manhole) thats nearest to the house and lift the cover. It will probably be full of sewage so its out with the drain rods I'm afraid.....not the most pleasant of tasks.
