Toshoba Color Television Model CF2771A purchased 1991-Distortion?

My Toshiba TV is a CRT set. When I first turn the power on, a small band of terrific bright white light about 1" wide runs across the entire bottom of tube-left to right. Above and on top of this light extreme distortion occurs across the bottom one third (1/3) to one half (1/2) of the picture tube. Color is distorted in three ill defined vertical basic color bands running top to bottom. Top half of picture appears very close to normal.

The bright band of light disappears completely as the set warms up for about 15 minutes. The color distortion clears up and so does most of the distortion running across the bottom of the picture tube. The bottom of the picture is never as clear as the top half, but is tolerable to watch. A darkened area running across the bottom one third (1/3) of the tube remains on the screen all the time and appears more clearly defined when the cable service is turned off and the set remains turned on.

Yours thoughts and/or asssistance would be most appreciated.

If you continue to use it in this condition you are likely to damage the CRT - but at least the fix is an easy one.
You need to replace two capacitors (condensors). They are both 2.2uF rated 50V.
C317 can be found behind the field timebase, and C303 behind the i.f strip near the jungle chip.
Replacing both of these should give your set a new lease of life.
