How can I repair the toilet flush without dismantling the wall?

Our Grohedal flush unit (No. 17.31.75) is not emptying the cistern properly and the amount of water being released is not sufficient to flush the toilet. By taking the panel off the wall, it is possible to pull up the pipe and flush manually, but, without dismantling the tiled wall, it is not possible to see what the problem is further down. Any suggestions?

There should be some sort of adjuster tap on the float arm, the higher the float the more water the cistern will hold, make sure you don't have the water level to close to overflow pipe as it won't switch the water off
