I think i ran into the same problem, i think that your situation consists of a long part sticking out of a round part with fanblades, if so, then grab a wrench that will fit the bolt at the base, slide the end over the top and on the bolt at the base, now, if you turn, you should turn the entire round part and get zero progress, if so grab a screwdriver, position it between the fanblades and another secure part (trust me) and use it to keep the round part from rotating. Do not however position the screwdriver between the single fanblades, position it against what should be a group of two or three fanblades to prevent breaking the fanblades. Now rotate the wrench (two person job) with screwdriver in place without breaking the metal peices near the center. you will only get 5-15 degrees of turn, so be careful and take your time.
