fuel stop solenoid must be open,if you can gain access to wiring and disconnect it from solenoid see if engine stops, if it carries on running then it is not closing(-usually caused by debris from worn pump internals holding it open)you could remove it and clean it out-make sure you dont lose spring and plunger!
