Windows 98 wont switch off?

My desk top computer runs on Windows 98, I have a Hyama Vision Master 1402 Monitor and a Phillips tower. For the past few weeks I have had difficulty switching off from the start menu. I click on start --go to shut down and the restart button is always highlighted, I move the highlight to shut down and the screen says Windows is shutting down, but it does not, it keeps running with Windows is shutting down logo on the screen, so I have to switch off by switching off the electric at the plug, which means everytime I switch back on again it does the test and says I should switch off from the start menue. Have tried the help menue with no success.Have tried restarting then shutting down but that does not work either.Help would be apprecciated. Old lady not much good with computers.

Andy, Des Longs suggestion worked, I had to try a few times to get the running in safe mode screen, but it turned off at the shut down screen straight away, I then turned on again and tried restart and then shut down and it worked again, so it looks like my problem is solved for now. I have the same exactly problem with my PC. My nephew who is a top computer fixer says the problem is a conflict between WIN98 and the motherboard in the PC. He has been unable to fix it. I at one time had windows meillennium on and it worked fine. I put win98SE back on so the kids could plat their older games and it still has the same problem. I am sorry I can't help with an answer but let me know if the answer provided by Des Long works. I personally don't think it will make any diffrence but I've been wrong before (lots) but thats the only way you learn isn't it.

Disconnect the power, when starting up Press F5 this will start in safe mode, when it has started shut down it should the start normally, if not you need more help.
