The oil filter in Clio 1.2 is in the front of the engine block , a bit to the right side ,we are talking about the opposite side of the Gear box.it is a narrow place as the radiator fan housing is on the way.

Behind the driver side front wheel, there is a plastic panel which un-clips to let you see the bottom pulley of the engine. Then to the left of the pulley you will see the oil fileter housing, a black cylinder with groves in it. This un-screws normally, it will have oil in it so be carefull when you un screw it. Inside you will find the paper element which will pull out. Remember to cahnge the rubber rings which came with the new fileter. Screw it back hand tight plus a little bit. Hope that this answers your question.
