Savin 9920DP "dirty" copies?

Savin 9920DP Copier with Fax option

All copies have a faint background. If you fold over a corner and compair the front to to the back, you can see that there is a faint background being created.

Any ideas what is causing this? Does a particular part need to be cleaned or replaced?

The cleaning blade is the likely culprit. Not something that should be done by an amatuer as it's near the drum and that can get expensive to replace if you damage it. Look for a small independant copier/printer repair place they are usually a little lower in price depending on where you live expect around $200 if thats the only thing wrong with it.
