? fix a leak at seal where cistern is penitrated by the Overflow pipe?

I have a leak which occurs at the seal where the cistern is penitrated by the Overflow pipe {thru the base of the cistern}.

What is it lilkly to be?
How can I fix it?
Do I have to take the contents of the cistern apart to get to it?

You will need to turn off water, flush the toilet, spounge out any remaining water, hold the overflow tube inside the cistern,undo the plastic nut at the underside slacken the nut connecting the overflow tube to the overflow pipe remove the tube fit new rubber washer, check that the securing nut isn't split. Relace in reverse order
