combi boiler and no heating?

a plumber that came out said i have to have it attached to at least one radiator to provide a loop in the circuit so that there is pressure in the system which in turn gives me a pressure reading of at least one bar pressure is this true

you do not need a radiator on system to operate boiler on hot water mode
instal boiler and and run the flow and return pipework for future heating system down from boiler about 200mm and fit gate valves on open ends
fit filling loop to one of the pipe legs this allows you to fill boiler as required to allow operation for hot water purposes only
also remove electrical link in boiler that would be used to connect room thermostate or external clock for heating this will provent the boiler being switched to heating mode by mistake whilst boiler in the above condition,which would not be good for boiler at all
