Ferroli Tempra 30?

This boiler has had a new PCB,new venturi's,new pump,but it still won't go!
The relay R100(demand)chatters away on the board but the fan makes no attempt to run.It'll start but shut down with the same.

have u checked the incoming voltage is 240v and the polarity is correct ie the live and neutral are the correct way around ? why was the pcb changed ?
