I just switched computer towers and now my cdrom drives aren't working

my old tower was just a run of the mill atx case w/o any flashy things so I got a new tower w/ running lights on the face and after I hooked it all up, my cd rom drives no longer work. I looked in the device manager and they were there but they had the msg:

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

what is going on? so confused... will have to beat up my brother...

1st does the power button come on during bootup?

Get a registry cleaner, it should helpt to fix it as well.
