sounds like call barring is on.
go into to phone menu, scroll to base, press ok, scroll to pin prot, press ok, enter pin (usually 0000) press ok, scroll to call bar, press ok, select the handset number you cannot dial out from by scrolling press ok, scroll up and down to turn off call barring, you have the option for local, national, custom or off. press ok.
