Walking belt keeps stall, skipping, on my Proform 560 Crosstrainer?

I have tried everything on this treadmill. When I try to walk on it the belt stops or skips. I adjusted the tightness of the belt to the user manuel guidelines. I bought treadmill lubricate, it still skips. I have adjusted the drive belt, numerous times. I believe it is a tension issue I just can't narrow it down. I can't find any treadmill repair where I live so it is really frustrating. What am i doing wrong?

remove the motor hood and see if the pulley on the front roller
is slipping. It normally makes a zing kind on sound.
If this is the case, when it slips, the walking belt and and the front roller will stop. The motor drive belt and roller pulley will continue to move.
