baxi boiler pressure too high?

hi - my combo boiler has very high pressure - I have bled radiaters and it goes down for a few minutes then back up! Can anyone offer any suggestions please??

filling loop left open--close it. disconnect it to check its not passing even when it appears to be off.

knackered plate exchanger is second possability but my guess would be filling loop.
