Why dose my halstead boiler keep firing up?

My halstead finest gold keep firing up for a few seconds even though the CH is off and there is no HW taps open. Is this a diverter valve problem or could it be something else?

you sure the taps arent dripping or that you dont have a slight leak on the dhw line? either of these could cause this
