I have a leaking toilet pipe?

I have a pipe coming from the underside of my cistern which disappears into the wall. This pipe is leaking, how do I fix it. It has a tightening nut, which is tight and a plastic round fixing which is around the pipe that enters the cistern.

its the pipe that from toilet tank to bowl , its the part where the pipe meets the bowl , how do i fix it please

Switch off the water, flush the toilet to empty the cistern ,undo the nut at the bottom, wipe dry , apply silicon sealant, screw nut back up , leave sealant to set , turn water back on and that should do it
