radiators get hot upstairs cold downstairs?

i had a new glowworm combi fitted some 12 months ago now i appear to have a blockage and only upstairs rads get hot ....five plumbers later a new pump old one ok cleaned filter ...no better have also added flushing liquid to circuit ...would u recommend a powerflushing b repiping or c other be grateteful for other advice

close all the returns down on the rads upstairs, then see if the ground floor gets warm,if that works then open upstairs by one turn then this will ballance the system,or do a reverse flow by using mains water,get the garden hose connect it to the tap then attache it to the ground floor drain point on the heating you should find one and then open the main and back fill as you doing that open one of the vents upstairs to let the pressure out this should blast it out or clear air in the system,good luck
