how can i fix my packard bell argo c laptop?

my child got hold of my laptop and since then it wont boot up, there is power going to it but it just says
BOOTMGR is missing
Press CTRL+ALT+DEL TO RESTART

DOES ANYONE KNOW HOW TO FIX????
