my washing machine is not emptying or spinning how do I check if there is something blocking the exit pipe

if you call an engineer how would he/she check it (remove it) connect to a tap turn on the tap does water come out the other end pipe is not the problem
check clean out filter, check clean drain pump,check pump is operating
as drain pump may have FAILED.
