I can shut down my computer OK but when I goto resart it after loading a program it goes off and I can hear the fan ect but it never restarts >>????

Hi George, is this computer an emachine,advent,medion,compaq,packard bell or gateway ?the screen light remains at standby all other items sound as though they are running?
If so I have the answers!
