The way to catch them is to install security cameras. The cash register cannot be a Policeman. If the operator decides to dip into the machine's drawer, then you will need photographic proof to take them to court usually.
If you just want it to stop, it is often useful to tell your staff that you are now having hidden cameras installed. That will usually stop it.
