This also happened to my Bosch. So I did as Ted suggested. A cup of water didn't seem to do it. So I tried a couple of large jugs of hot soapy water and then put it on the pre rinse cycle. This went through OK and when I then put it on a normal wash cycle it started filling as normal.

This happend to my Bosch. I corrected the problem by cleaning the drain trap (it was not very dirty) and then adding a large cup of water to give it something to drain out. Once it drained, it then went into fill mode properly. I guess it was stuck in drain mode for some reason... that I don't know.

I saved a lot of $$ on a service all since it is out of warranty.

There are two posabillities, It could be a faulty inlet valve which can be damaged by dirt particles or a faulty pressure switch, this switch is ment to turn off the water when machine was full. it may be preventing water from entering machine.
